REGULATIONS
Of the III International “President’s Cup” Chess Festival
dedicated to the memory of Heydar Aliev
Festival Organisers:
Azerbaijan Youth & Sport Ministry, National Olimpic Committee, Azerbaijan Chess Federation and Republican Chess Center (Club)
Categories of the festival:
Four tournaments will be held:
- Children tournament 09-19 May
- Open tournament 12-20 May
- Seniors tournament 10-19 May
- Blitz tournament 21 May
Prize fund.
The total prize fund of the festival is $ 85000, including monetary rewards, valuable and other prizes.
Children Tournament is a 9-round Swiss tournament.
Date of arrival is May 8, 2008. Rounds begin at 10:00a.m. It is suggested to have 2 day off ..
Eligibility createria is applied to children for age of 14 (including).
The end day of registration of the players is May 8, 2008 at 19:00hrs.
Time control: - 90 minutes per each player for the completion of the game.
Tournament Fee: 10 AZN.
Prize-winners of World and European championships, participants with international titles and ELO higher than 2100 are exempted from payment of the tournament fee.

Open Tournament is a 9-round Swiss tournament.
Date of arrival is May 11, 2008. Day of departure 21.
Rounds begin at 15:00 hrs.
The end date for registration of the players is a day before the start of the 1st round.
Time control: Open Tournament – 90 minutes per each player with the increment of 30 seconds for each move.
Tournament Fee: GM, WGM are exempted from payment of tournament fee.
With ELO 2400 and higher-20 AZN
2250-2399 – 30 AZN Below 2000 – 60 AZN
2100-2249 – 40 AZN Without ELO – 90 AZN
2000-2099 – 50 AZN

Seniors Tournament is a 9-round Swiss tournament.
Date of arrival is May 10, 2008. Rounds begin at 11:00 hrs.
Admission criteria is applied to: Men of age 60; Women of age 50
The end date for the registration of the players is May 8, 2008 at 19:00hrs.
Time control: Seniors Tournament – 90 minutes per each player for the completion of the game.
Tournament Fee - 20 AZN.
Participants with international titles are exempted from payment of the tournament fee.

Blitz Tournament is a 9-round Swiss tournament. 21 May.
Start at 15:00hrs.

GM & WGM are are exempted from payment of the tournament fee.

In open tournament the woman who took from 1st to 24th place will also get special woman's prizes.
The participants who have received money prizes are subject to 5 % tax.
Grandmasters with ELO higher than 2600 (1 aprel 2008) are provided with full accommodation.
Deadline for hotel reservation: 2 weeks before tournament.
The preliminary applications to the tournaments must be submitted in any form before May 5, 2008.
At the date of 15th of February 2008 the exchange rate of 1.00 AZN = 1,15 $
